New Territory News Opposition Proposes Truth In Sentencing BillThe Opposition will introduce a Truth in Sentencing Bill this year.
"The Bill will restrict the use of suspended sentences in respect of a second conviction for robbery, aggravated assault, sexual assault, unlawful entry with intent, and motor vehicle theft”, says Jodeen Carney, Leader of the Opposition.
"Suspended sentences should be removed for these offences.
"There are many in the community who see a suspended sentence as a slap on the wrist, and we plan to change that by changing the law.
"When offenders walk away with a slap on the wrist, often the community's respect for the law is diminished.
"We will remove suspended sentences for a second offence, if committed within 10 years of the first conviction for serious offences.
"We need to get the balance right, and I believe community expectations must be taken into account when making laws for the community.
"I make no apology for limiting the use of suspended sentences for particular crimes.
"The Victorian Labor Government has announced changes similar to those we propose. Territory Labor should embrace this initiative.
"Our announcement today builds on legislation the CLP Opposition introduced last year that sought to limit the use of suspended sentences for particular offences. Government opposed it.
"We have also introduced Bills into Parliament this term which restrict bail for repeat offenders, in which we sought to reverse the presumption of bail for repeat offenders. Government opposed it.
"The Truth in Sentencing Bill will ensure that a person convicted of a second serious offence within a 10 year period will not receive a suspended sentence”. 2007-07-26
